New Renewal Lease Guidelines Commencing October 1, 2003 View a copy of the renewal lease guidelines for rent stabilized apartments, lofts and hotels for renewal leases commencing between 10/01/03 to 9/30/04. Extention of the Rent Laws Chapter 82 of the Laws of 2003 extends the provisions of law providing for rent stabilization to June 15, 2011. View a copy of this law on our web site.
